Tactical: Normal = 2.38s, Normal (when only 1 bullet left in magazine) = 2.33s, Elite = 1.93s.
Dry: Normal = 2.78s, Elite = 2.08s.
During tactical (non-empty) reload player inserts different amount of bullets from the clip into magazine depending on remaining loaded ammo count. However duration of all these animations is the same except for one particular case - when during the regular (non-elite) reload there is only one bullet remains loaded into magazine.
